Electrician recommendation to fix outdoor GFI outlet

I'm looking for recommendations for a licensed electrician for the
following problem:

We have an outdoor GFI outlet that appears to be dead. If I plug
something into it, it doesn't run on. When I try the "test/reset"
sequence, I see a "spark" inside the outlet.

We noticed this problem, because we have a sump pump "downstream" of
the outlet that hasn't been turning on.

However, other outlets on the same circuit are working.
