Insulation

I bought my home Eichler style home two years ago and the temperature in the house is either too hot or too cold. The roof is still good for another 10 years. Has  anyone installed foam insulation on the ceiling (from inside of the house)? If so, did it help? Cost is a factor. So, I may only be able to insulate the ceiling or the walls. Which do you recommend I do first?
