Under Tile Heating Failure

Hi All, Does anybody have any experience of under tile heat matting?

It was installed in the kitchen and was functioning fine for a day underneath a porcelin tile but stopped working suddenly .

The electrician did a test and it appears the earth wire has fused with the live wire.

The matt was folded over during installation (advised by supplier)

Is there any hope?
