3000 sqft of Flat Roof - Product Decison

I need to reroof my home (built 1963, Foster City).  Currently has tar and gravel.  I think Foam or PVC makes sense but cant decide between the two.  The home is on the water gets lots of birds and squirrels.  I am putting in solar as part of the project as well.  

Would love to get everyone's thoughts...
