We have an Eichler-inspired 32 year old house in Chico with a clerestory roof. For the flat lower part we are going with foam over the T & G, but for the more steep "upper" we are thinking of going with R-12 rigid foam then a layer of plywood and 30 year shingles on top of that...the T& G has always been a problem on the steep (6 in 12) roof; each winter it rains gravel along with the water - so shingles seem logical
...but will the foam/plywood/shingles work? Does rigid foam with R-12 make sense? Is there a gain in insulation that makes the expense make sense?

I'd look at a metal roof for the pitched part.
A good local roofing contractor can help you. Foam boards take less room than building a framework for fibreglass. Your building department will require some simple engineering regarding the method of attaching the plywood etc.
Metal looks nice, and appears very modern. I, personally have seen many disappointments with the durability of the finish on the metal panels. Metal also readily absorbs and radiates heat and cold.
